Who founded Telegram?

Telegram was founded by brothers Pavel Durov and Nikolai Durov. Pavel Durov is a Russian entrepreneur and programmer who is best known for creating the social networking site VKontakte (VK), often referred to as the "Russian Facebook." Nikolai Durov is also a programmer and has been involved in the development of various technology projects alongside his brother Pavel. Together, they founded Telegram, a cloud-based instant messaging and VoIP service, with the goal of providing users with a secure, privacy-focused messaging platform.
