To see who has followed a question you've downvoted on Quora, you can follow these steps:

1. Go to the Quora homepage and log in to your account.
2. Click on your profile picture in the top right corner of the page and select "Settings" from the dropdown menu.
3. In the left-hand menu, click on "Privacy."
4. Under the "Interaction Log" section, click on "View interaction logs."
5. In the interaction log, you can filter by various actions, including "Downvoted." Select "Downvoted" from the dropdown menu.
6. You should now see a list of all the questions you have downvoted. Click on a question to view its details.
7. On the question page, you can see how many followers the question has by looking at the number next to "Followers" near the top of the page.
8. To see who has followed the question, click on "Followers." This will take you to a page that lists all the users who are following the question.

Note that Quora does not send notifications when someone follows a question you have downvoted, so you will need to check the interaction log periodically to see if any new users have followed the question.
